Joel Hunter
Joel currently serves as the President of Horizon Lighting, a role he has held since 2018. He joined the company in 2004 and has since held a variety of leadership positions across sales and operations, contributing significantly to its growth and development.
Before joining Horizon Lighting, Joel practiced law with a focus on business litigation and shareholder rights. His legal background brings a strategic and analytical perspective to his leadership approach.
As President, Joel is responsible for guiding the company’s strategic direction, developing the management team, driving business development, and identifying new revenue opportunities within the electrical and lighting services sectors.
Outside of his professional endeavors, Joel is an avid outdoor enthusiast who enjoys hiking, mountain biking, scuba diving, and snow skiing.

Bill Duffy
Bill began his career at Horizon Lighting as one of our field electricians, where he quickly earned a reputation for his practical mindset, innovative problem-solving skills, and exceptional technical acumen. His willingness to explore new technologies and embrace cutting-edge solutions has played a key role in the company’s continued growth and adaptation in a rapidly changing industry. Bill is known for his “no job is too big or too small” attitude and leads by example—never hesitating to roll up his sleeves when the work demands it.
Outside of work, Bill is a devoted husband and father of two. He enjoys spending his free time building, fabricating, and unwinding with a good beer. His blend of industry experience, forward-thinking approach, and grounded work ethic make him a valued leader and an enduring part of Horizon Lighting’s success story.

Robert Arganda
Robert is a Certified General Electrician through the State of California and brings deep technical expertise in electrical infrastructure, energy-efficient lighting solutions, and service operations. His leadership plays a key role in maintaining the high standards that define Horizon Lighting’s reputation.
Having been a valued member of the Horizon Lighting team for 15 years, Robert is a dedicated professional who considers the company his second home. Outside of work, he enjoys quality time with his wife Jacqueline, their son Robert Arganda III, and their beloved dog, Bully

Mike Ruiz
With over 11 years at Horizon Lighting, Mike Ruiz leads the sales team across all regions, managing key client relationships and driving growth in service, lighting maintenance, and new home construction partnerships. His leadership has helped generate over $132 million in new gross sales between January 2020 and June 2025.
A strong believer in the value of relationships, Mike Ruiz is passionate about building lasting connections—with clients, partners, and colleagues alike—that deliver meaningful, long-term success for all involved.
Outside of work, he stays active with daily running, strength training, and exercise, and enjoys traveling with his wife of 22 years and their two teenagers, Jake and Kyla. Most weekends and holidays are spent at soccer tournaments, track meets, or football games, but when there’s time to unwind, you’ll find him relaxing by the pool with his family and their two dogs, River (a Shih Tzu) and Cali (a French Bulldog).

Devyn Davis
Known for her outgoing personality and fresh perspective, Devyn brings energy and adaptability to an often challenging industry, helping to foster strong partnerships in both high-pressure and day-to-day environments.
Outside of work, she enjoys nurturing her bonsai trees, reading classic love poetry, designing floral arrangements, and spending quality time with her son.

Zachary Barker
With over 15 years of experience in the electrical industry, Zachary Barker serves as the Branch Manager for Horizon Lighting’s Inland Empire Branch. In this role, he oversees both service calls and lighting maintenance for over 300 contracted properties and municipalities across the region. Zachary is a certified electrician through the State of California and possesses in-depth knowledge of electrical systems, lighting solutions, and service operations.
Having been with Horizon Lighting for 10 years, Zachary brings extensive expertise in managing large-scale projects and maintaining high standards of quality and customer satisfaction. Known for his attention to detail and proactive approach, Zachary is committed to delivering exceptional service and ensuring the safety and efficiency of all electrical systems under his care.
In addition to his day-to-day responsibilities, Zachary is dedicated to growing the Inland Empire branch. He is focused on expanding its portfolio of clients, improving operational efficiency, and fostering long-term partnerships. His vision for the branch is to enhance service offerings, explore new market opportunities, and create a strong foundation for future success.

Carrie Lee
Carrie has played a key role in the growth and success of Horizon Lighting, developing accurate and competitive estimates for a wide range of commercial and residential projects. Her ability to assess scope and collaborate across departments ensures that each project starts with a solid foundation.
Carrie values building meaningful relationships—with clients, engineers, vendors, and team members alike. Her partnership-focused mindset helps foster trust throughout the pre-construction process.
Outside of work, Carrie enjoys snowboarding, hiking, gardening, swimming with her two boys, and spending time with her friends and family.

Joel Montano
With over 19 years of experience in the electrical field, I take great pride in what I do. As Branch Manager of our Coachella Valley location, I oversee and manage more than 180 accounts with efficiency and precision. In 2012, I became a California Certified Journeyman Electrician after completing a rigorous apprenticeship program. My background includes extensive experience in both new construction and public works projects.
Outside of work, I enjoy spending quality time with my family—whether it’s off-roading in the Glamis sand dunes, relaxing at the river or lake, or soaking up the sun at the beach. I’m a proud husband , a great father to two wonderful daughters, and a dog dad to bingo.

Josh Scibilia
Hello, my name is Josh Scibilia. I began my career with Horizon Lighting in January 2021 as a service electrician in the field. After just 11 months, I was promoted to San Diego Lighting Maintenance Manager, where I led our lighting operations with a focus on service quality, efficiency, and customer satisfaction. After a year in that role, I transitioned to San Diego Service Manager, overseeing both service operations and field personnel. I held that position for nearly two years before being promoted to San Diego Branch Manager, where I now lead a dynamic team of 18 professionals across multiple divisions.
The team we’ve built and the support we receive from the company make Horizon Lighting a truly rewarding place to grow and lead. My leadership approach is centered around accountability, growth, and continuous improvement—both for the business and the people within it. I take pride in ensuring operational excellence, delivering profitable results, and fostering a culture that supports collaboration and high performance.
Outside of work, I enjoy spending time with my amazing wife, Ashley, and our four children. We love traveling, camping, and making memories outdoors. Whether it’s a family trip or a relaxing day by the pool, I value every moment we share together.

Canaan Owens
Although relatively new to the lighting industry, Canaan brings nearly two decades of managerial experience to Horizon Lighting. He currently manages a team of 13 sales representatives covering Orange County, Inland Empire, San Diego, Coachella Valley, and the greater San Francisco area. Additionally, Canaan oversees our Sales Support team of four and our marketing department.
Canaan began his career at Horizon Lighting last year as an Orange County sales representative before moving into a management role in early 2025. His diverse experience spans a wide range of industries, including rental car, mortgage brokering, and hair extensions. Outside of Horizon Lighting, Canaan is an avid golfer and continues to fly drones for the surf industry.
